| 当前，系统创新受到各国/地区政府的高度重视，以解决日益复杂的社会经济问题。本文分析了系统创新的内涵、各国在开展系统创新中所采用的政策工具以及政策工具的协同、各国/地区为开展系统创新而进行的规制改革。最后，本文基于各国/地区开展系统创新的做法提出了对我国的启示。 |

| Interest in system innovation is motivated by solving the increasing complex social and economic problems in many countries/regions nowadays. This paper analyzes the content of system innovation, the instruments and their synergy for implementation of system innovation, regulation reforms for stimulating system innovation. In the end, this paper comes up with some considerations for China to implement system innovation. |
