| 本文首先介绍了欧盟将推出的欧盟第九研发框架计划“地平线欧洲”（2021—2027）的缘起背景；详细比较分析了欧盟第八研发框架计划（“地平线2020”）和第九研发框架计划（“地平线欧洲”）在科技政策导向、计划内容和管理机构、预算、国际合作力度4方面的异同点；并依据前后两计划的差异，分析其对中欧科技合作的影响，为未来第九研发框架计划执行期间中欧科技界的合作提出政策建议。 |

| The paper firstly studies the background of EU's preparation of rolling out EU 9th Framework Program for Research and Development, "Horizon Europe", the successor of the 8th Framework Program, "Horizon 2020". Then a comparative study is conducted to identify the difference of these two programs in terms of the S&T guiding policies reflected by the programs, the contents and administrative organs of the programs, the budget breakdown as well as international S&T cooperation practice the two programs designed. Based on the comparative studies of the 8th and 9th programs, the paper identifies the impact of upcoming EU's 9th Framework program on China-EU S&T cooperation, and also proposes relevant policy and measure the Chinese S&T community could take to make best use of EU’s S&T policies and relevant instruments to benefit future China-EU S&T cooperation. |
