| 科学数据对于国家科技创新发展和社会经济进步具有重要的战略意义。科学数据的有效管理能够提升科学数据的利用率和创新效率，促进数据共享。本文对美国、英国、德国、法国、加拿大等主要国家科学数据管理进行调研，总结各国促进数据开放和数据管理的政策法规、数据管理机构和平台的建设情况，以及各国相关人才的培养方案。最后，从政策法规、机构建设和人才培养等方面，对我国科学数据管理工作提出了一些建议。 |

| Scientific data has important strategic significance for the development of national science and technology innovation and socio-economic progress. Effective management of scientific data can improve the utilization of scientific data and innovation efficiency, and promote data sharing. This paper conducts research on scientific data management in several foreign countries such as the United States, Britain, Germany, France and Canada, and summarizes the policies and regulations that promote data openness and data management, the construction of data management institutions andplatforms, and the training programs for relevant talents in various countries. Finally, from the aspects of policies and regulations, institution building and talent development, some suggestions for scientific data management in China are given. |
