| 数字经济是世界经济结构调整的主要趋势和方向。在数字经济背景下，生产要素和生产方式都发生了巨大变化，相应的法律制度和监管制度也要适应数字经济发展的需要。当前世界各国（地区）着重从数据隐私保护、数据本地化、网络安全、反垄断、保护消费者权益以及数字知识产权等方面推动构建数字经济的制度环境，为数字经济发展拓展空间。我国亟需围绕数字经济发展的特点和需求，加快制定相关政策法律，为数字经济发展创造良好环境。 |

| Digital economy is the main trend and direction of world economic structural adjustment. Under the background of digital economy, not only the factors and the mode of production have undergone tremendous changes, but also the legal and regulatory system are compatible with the development of digital economy. In practice, governments around the world put comprehensive effeorts on constructing the institutional environment, such as the protection of data privacy, data localization, network security, anti-monopoly, protection of consumer rights and digital intellectual property. To create a good environment for the development of digital economy, China urgently needs to speed up the formulation of relevant policies and satisfy the characteristics and demand of digital economy. |
