| 从 20世纪 90年代末开始，朝鲜提出建设“强盛大国”的国家战略目标，2012年后将“强盛大国”转变为“强盛国家”的表述。文中介绍了朝鲜强盛国家建设战略目标内涵、朝鲜国家科技发展规划重点领域以及朝鲜科技发展的新变化，以期为我国相关领域对朝合作提供借鉴与帮助。在强盛国家建设背景下，朝鲜科技发展出现了新的变化，这种变化表现在，自金正恩执政以来，朝鲜大力开展核心技术研发与基础科学研究，相关领域取得突破性成果；构建科技信息化体系，推动经济社会信息化发展；全面普及科技教育，实现全民科技人才化；大幅提高科技工作者地位和待遇，鼓舞科技工作者士气。 |

| In the late 1990s, the DPRK put forward the national strategic goal of building a strong country. This paper introduces the connotation of the strategic goal of building a strong country in DPRK, the key areas of its national science and technology development plan and the new changes of its science and technology development, with a view to providing reference and help for China's cooperation with the DPRK in relevant fields. Under the background of building a strong country, new changes have taken place in the development of science and technology in DPRK. Since Kim Jong-un came into power, DPRK has vigorously carried out core technology research and basic scientific research, and achieved breakthroughs in related fields. DPRK has constructed a scientific and technological information system to promote the development of economic and social information. DPRK popularizes science and technology education in an all-round way and realizes the nationwide talents of science and technology. DPRK has greatly improved the status and treatment of scientists and technicians and encouraged their morale. |
