| 科技金融兼有开发性金融和商业性金融的属性，一般包含风险投资、多层次资本市场、科技信贷、科技保险、科技租赁等多种金融业态。科技金融是促进科技成果转化、推动中小企业创新发展的重要保障。成都市在科技金融产品与服务、科技金融政策创新方面进行了富有成效的探索，包括梯度化的科技金融系列产品，全链条的科技金融服务平台，“投、贷、贴”相结合的科技金融投入模式，“政-企-资-介”多方参与的风险分担机制等。借鉴成都模式，应面向中小企业的创新发展需求，引导金融和科技要素充分富集，加强科技金融与科技计划的政策衔接，利用大数据、人工智能等金融科技手段，探索建立更加多层次、广覆盖、全方位的现代科技金融体系。 |

| Science and technology finance has the attributes of both developmental finance and commercial finance, and it generally includes venture capital, multi-level capital markets, credit loan, technology insurance, technology leasing and so on. Science and technology finance is an important guarantee to promote the transformation of scientific and technological achievements and the innovative development of SMEs. Chengdu has made fruitful explorations in technology financial tools and innovative policy instruments, including multi-gradient technological financial products; a full-chain technological financial service platform; an investment model combining investment, loans, and subsidies; and multi-party mechanism of risk shared by government, enterprise, capital, and intermediary agencies. On the basis of the Chengdu model, we should face the innovative development needs of SMEs, guide the full enrichment of financial and technological elements, strengthen the policy connection between science and technology finance and government science and technology plans, and make full use of fintech methods such as big data and artificial intelligence to explore the establishment of a multi-level, wide-covering, all-round modern technology financial system. |
