      本文从目标管理视角出发,对美国《政府绩效与结果现代法案》构建的政府绩效管理体系中的目标管理机制进行了探究,并对该法案有关内容的执行落实情况进行了跟踪。分析发现,通过目标管理机制,美国政府自上而下构建了相对完整的绩效目标层次结构,以目标为桥梁纽带建立了“规划—计划—项目”之间的逻辑链路,实现了中央、部门、项目不同行政层级,长期、中期、短期不同时间跨度目标之间的协同运作,并且建立了分层负责的责任体系、科学严密的绩效监测评估、充分的信息披露以及刚性的外部监督等配套保障措施。美国政府绩效管理体系中的目标管理机制经验,对于进一步丰富完善我国政府绩效管理体系建设、优化改进我国发展规划的组织实施和监测评估,具有积极的参考借鉴意义。
英文摘要:
      This paper reviews the GPRA Modernization Act 2010 (GPRAMA) from the aspect of Management by Objective (MBO), and followed up its implementation process in recent years. Through MBO, the US government has built up a top-down hierarchical performance objective system, which bridges up the strategical plan, priority goal, annual plan and project budget altogether and makes the federal government, agencies and project units work coordinately based on coherent management of long-term, medium-term and short-term objectives. In addition, hierarchical objective responsibility, periodical monitoring and evaluation, full information disclosure and statutory external supervision also contribute to the success of MBO of GPRAMA. The experience of MBO mechanism in the US governmental performance management system could provide meaningful reference for China’s construction of governmental performance management system and reinforcement of Five-year Plan implementation and evaluation.
