| 区域创新发展是创新型国家建设的重要支撑。本文系统梳理了中长期科技规划实施以来国家区域创新发展战略的演变，在此基础上，通过区域科技创新综合能力以及创新资源、科学研究、技术研发、产业创新和创新环境5个维度的关键核心指标，全面分析我国区域创新格局变化。研究发现：我国区域发展动力向创新转变，形成多层次的区域创新高地；区域创新能力普遍提升，但区域创新水平分化出现新特点。展望未来，中长期内，我国区域创新的层次格局将更加清晰，区域创新一体化以及创新链和产业链的区域优化布局将进一步推动区域创新特色发展。 |

| Regional innovation is an important foundation for the innovative country construction. This paper systematically sorts out the evolution of the national regional innovation development strategy since the implementation of the medium and long term science and technology plan. On this basis, a comprehensive analysis of the changes in China’s regional innovation pattern is carried out from the comprehensive capacity of regional scientific and technological innovation and key indicators of five dimensions including innovation resources, scientific research, technological research and development, industrial innovation, and innovation environment. The study finds that China’s regional development momentum has shifted to innovation, forming a multi-level regional innovation highland; regional innovation capabilities have generally improved, but the differentiation of regional innovation levels has new characteristics. In the medium and long term, the hierarchical structure of China’s regional innovation will be clearer. The integration of regional innovation and the optimized layout of the innovation chain and industrial chain will promote the development of regional innovation characteristics. |
