      开放科学作为数字时代的科研新范式,对科学传播与经济社会发展影响重大。法国是全球开放科学运动的积极参与者和推动者,近年来在积极探索实践的基础上适时将开放科学上升至国家战略,进入从开放科学各任务多点推进迈向生态体系建设的新阶段。本文在研究梳理法国开放科学顶层设计及其重点任务实施进展的基础上,分析归纳出法国开放科学部署和实施的四大特征,即战略部署一体化设计、推进机制协同性高、过程进展监测信息公开性强、基础设施成体系。法国的这些做法,对我国适时强化开放科学顶层谋划、完善信息资源建设、增强技能培养和宣传等方面有一定的借鉴意义。
英文摘要:
      Open science, the new paradigm of scientific research in the digital era, exerts a profound impact on science communication as well as social and economic development. As an active participant and promoter of the global open science movement, France has turned open science into a national goal derived from the active exploration and practice in the past few years, entering a new stage of open science ecosystem development through multi-perspective construction. Based on the analysis of French open science top-down design and the progress of its key tasks, four characteristics of French open science deployment and practices are summarized, which are the integrated strategic deployment, the interactive promotion mechanism, the well-developed open monitoring system and the systematic supporting infrastructure. Those methods could be reconsidered for China, especially in the development of top-down design, the construction of digital infrastructure, and the enhancement of skills training and publicity.
