| 学术论文相关指标是科技评价的重要参考标准之一。本文通过分析美国政府部门和研究机构开展科技评价的具体案例，发现论文相关指标在美国科技评价体系中发挥着无可替代的作用，但同时也引发了诸如过于看重论文数量等问题，并形成了不良学术风气。美国学术界近年对此进行了深刻反思,并努力矫正，但仍没有从根本上解决这一问题。 |

| The research paper related indicators are important standards for science and technology assessment. By analyzing the specific cases of science and technology assessment carried out by the US government and research institutions, this paper finds that paper related indicators play an irreplaceable role in the science and technology evaluation system in the US, but at the same time, it also causes problems such as over emphasis on numbers and bad academic atmosphere. In recent years, US academic community has made profound reflection and correction efforts, but problems have not been fundamentally solved yet. |
